Although there is a growing recognition that older adults and those with extensive comorbid conditions undergo cancer screening too frequently, there is little information about patients’ perceptions regarding cessation of cancer screening. Information on older adults’ views of screening cessation would be helpful both for clinicians and for those designing interventions to reduce overscreening.

In this article, I will examine the phenomenon wherein white people feel that they can be impartial in discussions about racism. Specifically, I will argue that the experience of whiteness confers the belief that one can be impartial, that manifests itself in the appearance of an epistemic privilege. The phenomenological experience of whiteness is constituted in such a way as to ignore the racialized experience. Moreover, white people have privileged access to the majority’s hermeneutic resources, as these reflect and build (...) upon this whiteness. In this regard, I will analyse the white and racialized phenomenological experiences and examine their epistemic consequences to show how impartiality can be conceived as a white epistemic privilege. Jusqu’à présent, les discussions au sein de la communauté universitaire et dans la littérature scientifique sur la conduite responsable en recherche (CRR), incluant l’intégrité scientifique et l’éthique de la recherche, ont principalement été menées par les chercheurs en sciences de la santé et en sciences fondamentales. Préoccupés, à juste titre, par des problèmes d’inconduite, leurs effets négatifs sur la rigueur scientifique et la confiance du public dans l’entreprise de la recherche, ces débats ont conduit à l’élaboration et à la mise (...) en œuvre de lignes directrices nationales et de politiques institutionnelles. Ces lignes directrices visent entre autres à promouvoir la CRR, notamment dans le but de prévenir ces inconduites. Cependant, pour garantir la pertinence et une application appropriée de ces normes à tous les domaines universitaires, il est nécessaire que les sciences humaines et sociales (SHS) contribuent plus directement à ces discussions. Un tel engagement devrait permettre d’exprimer les particularités disciplinaires et méthodologiques des SHS, dont certaines peuvent être très différentes des sciences appliquées et fondamentales. Cela permettrait également de s’assurer que la littérature sur la CRR ainsi que les politiques et les directives qui en découlent soient à la fois fondées sur des principes universellement généralisables, mais aussi appliquées avec nuance afin de refléter la diversité des pratiques disciplinaires. Dans ce chapitre, nous explorons trois grands domaines dans lesquels les SHS pourraient contribuer à façonner les discussions dans la littérature sur la CRR, tout en informant les chercheurs en SHS des meilleures pratiques en matière de CRR : l’autorat/paternité, la collaboration et l’autorégulation. Compared to the COP26 summit in Glasgow last year, the COP27 summit in Sharm el-Sheikh has been distinguished by greater inclusion of voices from the Global South, as evidenced by the acceptance of a proposal to create a ‘loss and damage’ fund for developing countries that are suffering from climate disasters. However, it remains to be seen how the mechanisms for the implementation of this fund will be worked out. Western developed countries were vocal in their opposition to the fund (...) throughout the summit, and it was only due to relentless pressures by developing countries that they eventually relented. If past events are anything to go by, then it is highly unlikely that the most vulnerable countries will get to have a substantial say in how the climate fund is operated. In fact, the Western developed countries are already trying to use this as an opportunity to drive a wedge between developing countries and China, whose lending and investment policy presents a favourable alternative to ‘strings-attached’ IMF funding. This is precisely one of the hallmarks of ‘climate colonialism’: a concept that refers to the deployment of justifications ostensibly related to the need to bring the causes of anthropogenic climate change under control, but which in fact serve to legitimize the domination of weaker, poorer states in the periphery of the world-system by stronger wealthier states in the core. What this means is that those who are most responsible for the impending catastrophe will get to dictate the terms of the response (even if ineffective) in a manner that would ensure they can externalize the costs to those who are least culpable. It is well known that poorer countries in warmer climates will be the most severely affected as the plant continues to warm. (shrink)

In this article, it has been searched if the language and consciousness have a co-origin or not. This origin of language and consciousness problem which draws interest in areas especially like anthropology, biology and evolutionary linguistics and evolutionary psychology is tried to be handled from a philosophical point of view. By presenting the theories about the relation between language and consciousness, theories that are well-accepted but contradicted to another from certain aspects, a thinking -which tries to go beyond this contradiction- (...) about the origin of language and consciousness has been attempted. With paying regard to different approaches represented by names like Piaget, Vygotsky, Chomsky, Whorf, an investigation has been made about what the meaning of language and consciousness having a not historical but elementarily philosophical co-origin can mean. Ortaçağın dine yani kiliseye dayalı yaklaşımı pek çok alanda etkili olmuştur. Dinin bu yoğun etkisinden bilim de nasibini almıştır. O yıllarda yapılan bazı icad, keşif, kilise tarafından kabul edilmemiş hatta o keşfi yapan bilim adamı, dışlanarak cezalandırılmıştır. Başta dinin yoğun tesiri olmak üzere ekonomik ve kültürel nedenlerden dolayı felsefe de doğal olarak idealizmi benimsemek zorunda kalmıştır. On sekizinci yüzyılda başlayan Aydınlanma ile artık felsefe de akla ve bilime göre ilerlemeye başlamıştır. Onlar için felsefe artık tamamen metafizik üzerine kurulu değildir. The Report presents insights which illuminates the intertwinements of European regulatory policies and global governance arrangements. By pinning down the exact nature of the interaction between these two levels, the EU’s dilemma becomes obvious: On the one hand, stronger global governance can be a chance, through which the EU can clarify its own raison d’être of increased integration to the wider world. On the other hand, the design of the European project is being challenged by more assertive global structures. This (...) is especially the case in relation to the WTO regime, which is constraining the decisional autonomy of the EU, regarding the appropriateness of its content and its external effects. Thus, the regulation of services in the EU and the WTO are discussed in the first section of this report. Azərbaycan elm tarixini tədqiq edərkən dövrün tələbindən çıxış edilərək ərəb və fars dillərində yazılmış çoxlu əsərlərə rast gəlirik. Bu əsərlərdən biri də dahi alim Nəsirəddin Tusinin fars dilində məntiqə dair yazdığı Əsasül-iqtibas əsəridir. Əsər ilk dəfə 2022-ci ildə nəşr edilərək oxucu və tədqiqatçıların ixtiyarına verilmişdir. Əsasül-iqtibas əsəri XIII əsrin ortalarında yazılmışdır. Əsərin yazılmasından təqribən səkkiz əsrə yaxın vaxt keçmişdir. Bu müddət ərzində həmin əsərdə istifadə edilən bir sıra termin və sözlər artıq müasir fars dilində istifadə edilmir. Əsərin məntiqə aid olması (...) və həm də bir sıra sözlərin günümüzdə istifadə edilməməsi onun tərcüməsini çətinləşdirən amillər kimi qeyd etmək olar. Bundan əlavə burada istifadə edilən bəzi terminlərin gündəlik danışığımzda fərqli mənada istifadə edildiyindən həmin sözlərin və terminlərin izah edilməsi zərurəti yaranmışdır. Habelə orta əsr müəlliflərinin əsərlərinin tədqiqi zamanı eyni bir sözün müxtəlif müəlliflər tərəfindən fərqli mənalarda işlədildiyinin də şahidi oluruq ki, bu da həmin termin və anlayışların Azərbaycan dilinə tərcüməsi zamanı izahının verilməsinə ehtiyac yaradır. Hal-hazırda müraciət etdiyiniz bu kitab Nəsirəddin Tusinin ən mühüm və genişhəcmli əsərlərindən biri olan “Əsasül-iqtibas”-ın tərcüməsi zamanı əsərin orijinalında işlədilmiş ərəb-fars sözlərinin izahlı tərcüməsi yönündə tərtib edilmişdir. Bu lüğətlərin tərcüməsi və izahı ilə tanış olmaqla Nəsirəddin Tusinin ərəb-fars dillərində yazılmış digər əsərlərinin tərcüməsi zamanı da yararlanmaq olar. Müəyyən bir ixtisas və peşəni və ya həmin peşə və ixtisasa aid olan terminləri başa düşmək üçün həmin istiqamət üzrə tərtib edilən terminolji lüğətlərə ehtiyac duyulur. Bu istiqamətdə zaman-zaman müxtəlif ixtisaslar üzrə terminoloji lüğətlərin nəşr edildiyini müşahidə edirik. Azərbaycan dilində məntiqi terminlərin izahından ibarət xüsusi termonoloji lüğətlərin də tərtib edilməsi zərurəti vardır. Çünki məntiq terminlərinin izahınına adətən rus dilində yazılmış ədəbiyyatda, bir neçə terminin izahı verilmiş məntiq kitablarında və ya fəlsəfi terminlərdən ibarət ensiklopediya və lüğətlərdə rast gəlmək mümkündür. Bir tərəfdən, yaranmış boşluğu doldurmaq, digər tərəfdən isə məntiq ixtisası üzrə təhsil alan tələbə və mütəxəssislərə kömək etmək üçün bu lüğəti tərtib etmək qərarına gəldik. 222 sözün izah və tərcüməsindən ibarət olan bu kitabı həmin istiqamətdə olan boşluğu doldurmaq üçün kiçik və eyni zamanda mühüm bir addım hesab etmək olar. Burada sözlərin tərcüməsi ilə yanaşı bir sıra terminlərin izahı da verilmişdir. Əsasən Əsasül-iqtibas adlı məntiqi əsəri tərcümə edərkən qarşıya çıxan çətin və mürəkkəb sözlərin izahının verilməsinə üstünlük verilmişdir. Tərcümə zamanı müxtəlif illərdə nəşr edilən Əsasül-iqtibas əsərlərinə də müraciət edilmişdir. Bu əsərlərin bəzisində Əsasül-iqtibas əsərində istifadə edilən bəzi terminlərin izahı da verilmişdir. Bu izahlar bəzən tərcümə zamanı ifadənin daha səlis və daha dəqiq başa düşülməsinə imkan vermişdir. Bu lüğət kitabı tərtib edilərkən həmin əsərlərdə mövcud olan terminlər və onların izahından da istifadə edilmişdir. Bəzən məntiqi terminlərlə yanaşı kəlam, fəlsəfə və s. elmlərdə istifadə edilən terminləri də qeyd etmişik. Çünki bu terminlər bizə məntiqdə işlədilən bəzi ifadələrin daha asan başa düşülməsinə imkan verəcəkdir. “Əsasül-iqtibasa dair terminlər” lüğəti adlı bu kitabı bu sahədə atılmış ilk addımlardan biri olduğu üçün gələcəkdə daha sanballı və həcmcə daha geniş terminoloji lüğətlərin hazırlanması nəzərdə tutulur. Özet: Bu yazı Paul Grice’ın 1967 yılında verdiği “Mantık ve Konuşma” başlıklı dersinin Türkçe çevirisinin okunmasına yardımcı olmayı amaçlamaktadır. Yazıda önce “Mantık ve Konuşma”nın arka planında yer alan dil felsefesi tartışmaları kısaca tanıtılmış sonrasında sezdirimler ve özellikleri, bağlam ve iletişimin ilkeleri gibi metinde geçen temel tartışmalar açıklanmıştır. En sonda ise “Mantık ve Konuşma”nın dil felsefesi ve dilbilimdeki etkilerinden kısaca söz edilmiştir. -/- Abstract: This paper aims at being helpful in reading the Turkish translation of Paul Grice’s 1967 lecture titled “Logic (...) and Conversation”. After introducing some relevant background discussions in the philosophy of language literature briefly, the paper explains the main discussions in “Logic and Conversation” such as implicatures and their features, context and principles of conversation. In the end, some influences of “Logic and Conversation” on philosophy of language and linguistics are briefly mentioned. (shrink)

Bilimi ve bilimsel bilgiyi kültür, değer ve öznel yargılardan izole ederek nesnel bir şekilde ortaya koyabilmeye yönelik hararetli tartışmaların yaşandığı yirminci yüzyıl bilim anlayışının temel gayesi, deney ve gözleme tabi olabilecek fiziki dünyadaki olguları, mantıksal çözümlemeye tabi tutarak birleştirilmiş bilime ulaşmaktır. Bu amaca giden yolda olgulara dayanmayan ve sınanamayan her türlü metafizik öge yok sayılır. Bilimsel bilginin sadece deney ve gözleme tabi olana, diğer bir deyişle olgu verilerine dayandığı iddiasını taşıyan bu düşünce sistemi, özellikle Viyana Çevresi üyeleri tarafından benimsenmiştir. Bu (...) bakımdan Çevre üyelerinin bilimsellik anlayışındaki temel ölçüt olgulara dayanan önermelerin ya da yargıların doğrulanabilmesidir. Bilimsel bilginin sadece olgusal dünyanın gözlemlenmesi ve bu gözlem sonucunda ortaya konulan önermelerin ya da ifadelerin doğrulanmasıyla sağlandığını düşünen Çevre üyelerinin bu savlarındaki amacı bilimi ve onun bilgisini her türlü kültür ve değer alanından uzaklaştırarak metafiziksel unsurlardan arındırılmış nesnel bilgiye ulaşmaktır. Çevre üyelerinin birçoğu bilim alanı içerisinde tartışmaya yol açan meselelerin aslında metafiziksel içerikli ve dolayısıyla bunların görünüşte problemler olduğunu belirterek bu tartışmaların bilimsel bilginin gelişimi önünde bir engel oluşturacağı kanaatindedir (Hızır, 1965, s. 254). Söz gelimi, Carnap’a göre, metafizik ögeler olgusal içeriğe sahip olmadığı ve sınanabilir nitelikte olmadıkları için bilim alanı içerisinde değerlendirilemez. Bu nedenle, metafizik ögeler hem doğrulanması mümkün olmadığı hem de dilin mantıksal dizimine genellikle uymadığı gerekçesiyle anlamsızdır (Öztürk, 2011, s. 155). Bu bakımdan Çevre üyelerine göre, olgulara dayanmayan ve bilimde yanılsamalara yol açan metafizik söylemler bilimden ayıklanmalı ve bilimsel bilgi ancak olgu ve deneye dayanan önermeler üzerinden yürütülmelidir. Öte yandan Çevre düşünürleri mantıksal çözümleme yoluyla olgulara dayanan önermelerin metafiziksel unsurlar içeren önermelerden ayırt edilebileceğini ifade etmiştir. Bu bağlamda metafizik önermeleri, metafizik olmayan önermelerden ayırt edecek ölçütün doğrulanabilirlik olduğunu savunurlar. Çevre üyelerinin bu tutumları bir bakıma bilim ve sözde bilim arasında ayrım yapma ve metafiziği bilimin dışında tutma çabası olarak da değerlendirilebilir (Kabadayı, 2011, s. 39-40). Yirminci yüzyıl bilim anlayışında bilimsel etkinlikte gözlemin ve gözlemi yürüten bilim insanlarının dolaysız öznel duyu verileriyle ilişkili olduğu bu nedenle gözlem verilerinin psikolojizmin etkisinde olduğu fikri ortaya atılır. Başta Neurath olmak üzere dönemin bilim felsefecileri bilimsel bilginin kültür, değer ve psikoloji gibi öznel unsurlardan uzaklaştığı sürece değerli olduğu kanısında olduğu için bu fikre karşı çıkmaktadır (Gillies, 2018, s. 123). Görüldüğü üzere, Çevre üyelerinin temel amacı metafizik önermelerden arındırılmış, olgulara dayanan bir bilime ulaşmaktır. Bu amacın gerçekleşmesine olanak sağlayacak yöntem ise mantıksal çözümlemedir. Bu bağlamda Çevre üyeleri olgulara dayanan ve doğrulanabilen önermelerin, söz dizimi (sentaks) ve anlamsal (semantik) açıdan incelemeye tabi tutulması gerektiğini düşünmektedir (Yardımcı, 2018, s. 13-15). Özellikle Carnap (1935, s. 9-10) doğrulamanın ancak öne sürülen önermenin mantıksal analize tabi tutularak yapılması gerektiğini iddia etmiştir (Irzık, 1962, s. 65). Bununla birlikte, felsefenin işlevi, önermeleri mantıksal analize tabi tutarak yalın hale getirmektir. İşte felsefenin bu yönü Neurath’da bilimin birliği, Carnap’ta ise bilimin sentaksı, yani bilimin mantığı üzerine çalışma anlamına gelir (Hızır, 1965, s. 252). Bilimi, bilim olmayandan ayırma yöntemi olarak kullanılan doğrulama işlemi, teorik bir söylem ve gözlem önermesi arasında yapılan bir işlem olması bakımından mantıksal ve dilsel bir özellik taşır. Buradaki temel sorun ise teorik bir önermenin gözlem önermelerine indirgenebilir nitelikte olması ve gözlem önermelerinin, gözlem ile nasıl ilişki kurduğunu saptamaktır. İşte Viyana Çevresi üyeleri bu ilişkinin protokol önermeleri ile kurulduğu kanaatindedir (Ural, 2012, s. 105-107) çünkü onlara göre; öznelerarası bir bilimin sağlanması için yansız ve anlam karmaşasından arındırılmış bir dil gereklidir (Serin, 2015, s. 55). Bu dil de ancak protokol önermeler aracılığıyla kurulabilir. Bu bağlamda Çevre üyelerinin, metafiziksel ifadeler barındıran önermelerin anlamsızlığı ve bilimleri ortak bir paydada birleştiren fiziksel bir dil oluşturma olmak üzere iki temel hedefinin olduğu söylenebilir (Godfrey-Smith, 2003, s. 25; Salgar, 2012, s. 187). We describe how Language and Computing nv, originally a developer of ontology-based natural language understanding systems for the healthcare domain, is developing a framework for the integration of structured data with unstructured information contained in natural language texts. Formal principles governing best practices in classification and definition have for too long been neglected in the construction of biomedical ontologies, in ways which have important negative consequences for data integration and ontology alignment. We argue that the use of such principles in ontology construction can serve as a valuable tool in error-detection and also in supporting reliable manual curation. We argue also that such principles are a prerequisite for the successful application of advanced data integration techniques such as ontology-based (...) multi-database querying, automated ontology alignment and ontology-based text-mining. These theses are illustrated by means of a case study of the Gene Ontology, a project of increasing importance within the field of biomedical data integration. (shrink)

The most important stage of the sound phenomenon for children covers the time that starts from the mother's womb and continues until the school period. A child starting school (6:5 or 7 years old) is just learning to write. However, he acquired the language/s/ almost entirely thanks to the sound in the mentioned period. In this respect, the processing of language and sound in the brain of newborn babies becomes important. The language acquisition level of newborns may vary in terms (...) of such reasons as genetics, ability, and frequency of exposure, environmental factors, and whether they are physically and mentally healthy or not. This study deals with the question of what kind of a connection is there between the phenomenon of sound, especially the sound of music, and the acquisition of two languages in early childhood. In short, the subjects of language acquisition and musical sound in early childhood have been investigated in the literature with a qualitative method. Another question is how do the two languages acquired in early childhood stay with each other in a developmental relation. In the study, it was understood that there is not a single result from the studies on children grown up monolingual or bilingual in early childhood. The opinion that the sooner one or two languages are learned in early childhood (usually by exposure to the sound) the better the acquisition would be is outweighed, though there are different opinions about the results of the scientists. In addition, since it was concluded that there is a developmentally parallel relationship between the sound of music and the acquisition of language by newborns, it means that ontology gives us the summary of phylogenesis. The concept of gender (male and female) is an issue that can be handled biologically, socially and individually. Whether the gender - based language production differences are linguistic, social hierarchy or culture has long been discussed and debated by different scientific circles. Studies on whether men and women produce different languages coincide with the 1970s, when the feminism movement emerged in the world. In the same period, sociolinguistic researches were carried out at scientific levels. These sociolinguistic studies are considered to (...) be the first important studies on malefemale language production differences. Looking at language and gender studies, it is seen that there is a general, intensified focus on two questions: First, do men and women use language differently (in different dimensions)? Secondly, is the language that describes the man and the language that describes the woman different from each other in written or oral modules in social life? An attempt was made to find an answer to the question “do men and women really speak differently” in this qualitative study, based on the literature. Although there are various studies on gender-based language use differences, it seems that this issue is open to discussion. It is possible to say that the difference in gender-based language use is not certain due to reasons such as the fact that most of the studies were conducted with small data and different methods, up-to-date data were not used, and most of the data were collected from the English language.
